Portage Area Regional Transportation Authority (PARTA) at 2000 Summit Rd, Kent OH 44240 seeks quotes from qualified firms to supply safety consultant services for PARTA’s Kent Central Gateway (the “KCG Project”). The KCG Project will be a downtown transit center designed to accommodate PARTA’s bus operations, provide amenities for riders, as well as parking and commercial rental units as funding permits.

PARTA’S objective for safety services is to measure and report on the project’s safety performance against applicable OSHA standards and the Project Safety Rules to meet the requirements of the Project.

Detailed specifications are available by contacting Bryan D. Smith, Director of Planning at bsmith@partaonline.org or 330-678-7745.  The specifications include a general description of the project, a statement of the specific services required, and a description of the qualifications required for the project.

Any Proposed Equal for a Standard shall be submitted to the Architect/Engineer not later than 10 days prior to the bid opening for review by the Architect/Engineer.  If no Addendum is issued accepting the Proposed Equal as an Approved Equal, the Proposed Equal shall be considered rejected.

PARTA is in the process of engaging a Construction Manager.  Until a CM is engaged, all references in the contract documents to a CM shall be deemed to refer to A/E or PARTA, as applicable.

Request for Qualifications-Construction Manager

Portage Area Regional Transportation Authority (PARTA) at 2000 Summit Rd, Kent OH 44240 seeks proposals from qualified firms to supply Construction Manager services pursuant to Ohio Revised Code sections 9.33 through 9.333 for PARTA’s Kent Central Gateway (the “KCG Project”). The KCG Project will be a downtown transit center designed to accommodate PARTA’s bus operations, provide amenities for riders, as well as parking and commercial rental units as funding permits.

PARTA’S objective for a Construction Manager (CM) is to engage a firm that will exercise substantial discretion and authority to plan, coordinate, manage, and direct all phases of the construction of a downtown transit center facility that is attractive, well built, that uses quality methods that are completed on time and within budget.  The CM will begin with the firm in an agency support role for design phase services and will manage the construction contracts on behalf of PARTA. PARTA will be required to solicit certain bids from qualified contractors to perform the work. Selection of contractors will be on a competitive bid basis.  The CM shall assist PARTA with the selection of contractors.  The CM shall provide construction management services to ensure that the KCG Project is constructed pursuant to the Contract Documents and in accordance with the Owner’s budgetary and schedule requirements.

Qualifications must be submitted in accordance with requirements set forth in the Request for Qualifications and must be received at PARTA offices on or before 6-20-11 by 4:30 PM.  There is a pre-proposal conference at PARTA’s offices on 6-3-11 at 12:00 PM.

PARTA reserves the right to reject and and/or all proposals, to re-advertise for proposals and to waive any informality in any proposal to determine the most responsive proposal by its own criteria, as described within the specification.
